    Innovative item types are necessary to assess the rigorous knowledge, skills, and abilities required in the 21st century; however, there is no shared understanding of just what makes an item an “innovative” item. ELPA21 is a state consortium building an English language proficiency assessment system based on the new English language proficiency standards. Applicable to both ELL and general assessments, ELPA21 states will discuss their definitions of innovative items, how those items are developed and scored, emerging technologies, and their approaches to incorporating those items into their assessment systems. Additionally, questions will be posed: Where are innovative items coming from? Can we have innovative items without technology? Do innovative items have to be technology-enhanced? We will seek audience participation as we work together to develop a common definition of an innovative item.
