The Every Student Succeeds Act (ESSA) offers an opportunity to develop alternative assessment systems to inform state accountability decision-making. Research demonstrates that teacher preparation coursework fails to fully cover the necessary data and assessment literacy training needed to support rigorous assessment development, highlighting the need for additional professional development supports. Fortunately, the research also shows that when teachers are given adequate professional development training to utilize student assessment data, school practice, curriculum, and ultimately student achievement improves. As states and districts continue exploring innovative locally-led assessment design and implementation practices, new challenges will arise. This symposium highlights "lessons learned" and best practices from stakeholders in the teacher-developed assessment space and describes how validated assessment outcomes can be used to inform everything from classroom-level instruction to district and state-level accountability and human capital decision-making.
